The candidates numbered around 120,000 in total. They comprised individuals who had been absent from earlier rounds of the exam. Overseas graduates also took part in the process. Graduates from religious schools located in Kabul were among the examinees. Additionally, 14th-grade graduates and applicants seeking admission to evening university programs participated in the examination.

The overall 1405 Kankor examination was structured into four stages. These stages were designed to accommodate candidates from different provinces and specific groups. The first stage covered fifteen provinces. The second stage included eighteen provinces. The third stage focused on twelfth-grade graduates from Kabul Province. The fourth stage served as the final opportunity for the remaining candidates.

Reports indicate that the examination proceeded in an orderly, transparent, and well-organized way. Plans are in place for separate tests for certain 14th-grade graduates. These graduates come from the provinces of Nangarhar, Laghman, Kandahar, Helmand, Farah, and Nimroz.
