The tournament is organized under the direction of Afghanistan's domestic cricket branch and the Paktika Cricket Emirate. Sherdil Danish, the Paktika Cricket Emir, stated that the matches will be played across four groups over a period of two months.
The primary objective of the competition is to identify new talent within the region. The top-performing players from these matches will be selected to participate in the Wazir Mohammad Akbar Khan second-tier provincial competitions.
