Shahabuddin Delawar serves as the head of the Commission for Contacting Personalities. In this role, he issued a warning regarding the potential collapse of the current government in Afghanistan. According to Delawar, such a collapse would lead to serious crisis and instability. He further stated that the Islamic Emirate has no alternative.

In addition to the warning, Delawar addressed the issue of agreements with the United States. He stated that the US committed thousands of violations of the Doha agreements. Delawar also referred to comments made by Zalmay Khalilzad. He said Khalilzad requested a US military base in Afghanistan during the Doha negotiations. Delawar noted that Khalilzad warned of disintegration or a fate similar to that in Syria if NATO withdrew.

The commission led by Delawar has been working since the month of Hamal in the year 1401. During this period, it has issued immunity cards to a total of 13,058 former government officials. These officials include former ministers, deputy ministers, governors, security commanders, and members of parliament.

A number of these former officials have returned to Afghanistan. They have expressed satisfaction with the conditions in the country as well as with the reconstruction efforts under the Islamic Emirate.
