Suhail Shaheen, Afghanistan's ambassador in Doha, stated that the Islamic Emirate seeks expanded bilateral relations with all world countries based on mutual respect and called for greater attention to its formal recognition. He highlighted its achievements in security, territorial integrity, and economic growth over the past five years.

The Ministry of Economy identified non-recognition as a major barrier to economic cooperation and investment. Technical deputy Abdul Latif Nazari said the Islamic Emirate meets all conditions for recognition.

Conditions for recognition include the formation of an inclusive government, respect for human rights especially women's and girls' rights to education and work, fighting terrorist groups, and preventing the use of Afghan soil against other countries. The release of Afghanistan's frozen funds remains a fundamental condition from Kabul. Political analyst Abdul Nasser Shafiq noted that progress on women's rights, inclusive governance, and constitutional issues is needed for broader recognition. Russia became the first country to recognize the Islamic Emirate on 13 Saratan last year. An Iranian embassy charge d'affaires stated there is no obstacle to Iran recognizing the Islamic Emirate and that the action will be taken soon, but it has not yet occurred.
