The Ministry of Justice of the Islamic Emirate of Afghanistan announced the approval and official publication of a procedure for a commission tasked with attracting, collecting, and distributing aid to returning migrants.

The procedure, approved by the Leader of the Islamic Emirate, has been published in the official gazette. It comprises two chapters and twenty-nine articles, with the Minister of Economy leading the commission.

Central and provincial commissions are permitted to attract aid from domestic businessmen, the private sector, embassies, representations of countries in Afghanistan, and Afghans living abroad. Any foreign aid must be secured through official channels in coordination with the Ministry of Foreign Affairs and must not contradict the principles and laws of the Islamic Emirate.

The High Commission for Addressing the Problems of Migrants oversees the activities of the commissions, which are required to present reports to it.

Ministry of Justice spokesperson Barakatullah Rasouli said the regulation addresses the composition of the commissions, their duties, the processes for attracting, collecting, registering, storing, and distributing aid, cooperating authorities, monitoring, and prohibitions.

Economic expert Abdul Zahoor Mudaber stated that the regulation can manage internal pressures and incentivize aid institutions and the international community to provide support.

Officials of the Islamic Emirate have reported that more than five million Afghan migrants have returned in recent years. International organizations expect more than two million additional returns from neighboring countries.

Returning migrants have called for provisions including land, housing, jobs, and access to education.
