Maulvi Abdul Salam Hanafi, the administrative deputy to the Prime Minister, traveled to Qosh Tepa district of Jowzjan province where he held a series of meetings with local figures.
During his trip, Hanafi engaged with military and civilian officials, religious scholars, tribal elders, and representatives from the youth and residents of the area. The visit also included tours of a martyrs' memorial and a religious school.
Speaking to those gathered, Hanafi highlighted that following the end of the occupation, the Afghan people have attained true freedom. He stated that officials of the Islamic Emirate are working diligently and effectively to resolve the various problems faced by the population in different sectors.
He further noted that a number of development projects will be launched this year and implemented successively in different parts of the country. In Qosh Tepa specifically, Hanafi announced the construction of a new branch canal from the Qosh Tepa canal. This initiative is intended to supply water for both agricultural purposes and drinking to the city of Shiberghan. Plans for paving roads and extending electricity networks were also revealed.
The deputy praised the sacrifices made by the people of the region and the mujahideen in their resistance against previous occupations. According to Hanafi, the victory of the Islamic Emirate was due to help from God as well as the support of the people. He called on everyone to maintain unity in order to protect this real freedom.
In response, the residents of Qosh Tepa district thanked the authorities for the planned projects and reiterated their complete backing for the Islamic Emirate.

Reliability assessment
Two outlets corroborate the core event of the named high-ranking official's provincial visit, meetings, and on-record statements. RTA includes additional specifics (canal project, resident comments) not mentioned by Omid Radio but with no contradictions. Per guidelines, 'X said Y' by a named public figure is a concrete, attributable fact.
The source language mixes facts with framing or advocacy wording. RTA: "real freedom" uses emotional framing to positively idealize the post-occupation era; "jihad-loving people of Afghanistan" employs advocacy phrasing to valorize supporters; "sacrifices and self-sacrifices" and martyrdom references add mild heroic emotional loading.
