Shahabuddin Delawar, head of the Commission for Contacting Afghan Personalities, made the statements during a meeting held in Kabul. He said that Afghanistan had lacked unified governance for a period of 47 years before the Islamic Emirate of Afghanistan assumed control.

Delawar maintained that the Islamic Emirate has since delivered security, unified governance, brotherhood, and progress to the nation. He cited the full security provided during Ashura commemorations held across the country on Friday as evidence of these developments.

The official also pointed to the Islamic Emirate's efforts against narcotics. He said treatment centers have been established, resulting in a significant drop in the number of drug addicts.

Delawar explained that the Commission for Contacting Afghan Personalities was formed to serve the Afghan people. The body urges politicians in exile to return to the country and possesses the sole authority to resolve any legal claims that may be brought against those who choose to come back.

In addition, Delawar commented on the question of international recognition. He stated that if he were a United States official, he would not extend recognition to the Islamic Emirate. Delawar argued that the United States experienced a heavy defeat which it cannot easily forget, and that granting recognition would invite domestic scrutiny.
