Russia has issued an arrest warrant for Telegram founder Pavel Durov and is seeking his detention through Interpol. The warrant is based on allegations that Durov failed to remove content used by Ukrainian special services, terrorist organizations, and extremist groups to plan attacks and other operations inside Russia.
Durov left Russia in 2014 and holds citizenship in France and the United Arab Emirates. Telegram faces a separate investigation in France over criminal content moderation issues.
