The Taliban administration and Kazakhstan have signed an agreement to establish the first joint Water Resource Management Research Center. The deal focuses on training specialized personnel, exchanging knowledge, conducting joint research, and adapting modern solutions in the water and agriculture sectors.

The agreement was signed during a visit by a Kazakh delegation led by Deputy Prime Minister Serik Zhumangarin. It involves the Kazakh National University of Water Resources and Irrigation, the Kazakh National Agrarian Research University, and Kabul University.

The center will operate as an inter-university platform covering water security, sustainable agriculture, climate change adaptation, environmental monitoring, and food security. Kazakhstan maintains relations with the Taliban administration through engagement without granting formal recognition.
