Two sources in the Taliban Ministry of Refugees and Repatriates said Minister Abdul Kabir, appointed in Jadi of solar year 1403, has never visited the ministry since taking office and runs its operations from Sepidar Palace.

The sources described persistent rivalries between the Arg, the base of Prime Minister Hasan Akhund and his Kandahari faction, and Sepidar, linked to Abdul Kabir's Haqqani-affiliated network. Abdul Kabir previously served as Deputy Political Prime Minister based in Sepidar.

As an example of the divide, the sources cited separate Eid prayers. Abdul Kabir held prayers adjacent to the Arg, joined by the Foreign Minister, diplomats and senior officials. Hasan Akhund did not attend the Eid prayer at the Arg, which was led by Abdul Ghani Baradar and others.

Expert Mohammad Nazif Shahrani said the divisions within the Taliban reflect those in past Afghan governments, spanning differences in perspectives, policies, regions, tribes and displays of power.
