Reliability assessment

Single source (Bakhtar News) provides direct, on-record attribution to named positional officials (provincial Information and Culture Department presidents and officials) with concrete details on distribution locations, languages, and quantities.

The source language mixes facts with framing or advocacy wording. Bakhtar News: "Supreme Amir al-Mu'minin (may Allah protect him)" and "Sheikh al-Quran wal-Hadith Mullah Hibatullah Akhundzada" – reverential honorifics and exalted titles that frame the leader with advocacy and deference beyond neutral reporting.
