HERAT, Afghanistan -- Unknown assailants launched an armed attack on a Shia civilian gathering near a local shrine in Herat province on Friday, killing 13 people and wounding nine others, according to sources.
The victims included men, women and children from multiple families. The Coordinating Council of the Previous Government's Diplomatic and Consular Missions reported at least 11 killed and several wounded in the assault.
In a statement, the council condemned the incident as alarming and a deliberate targeting of religious minorities, describing it as a serious threat to vulnerable communities. It urged the United Nations and international organizations to conduct immediate independent investigations, ensure accountability for the perpetrators and enhance protection for religious sites.
No group has claimed responsibility for the attack more than two days after it occurred.
Funerals for the victims are scheduled for Sunday, while human rights activists have called for a probe into the incident.

Reliability assessment
Single source (Amu TV) with concrete, checkable details (Herat, Friday after noon, near shrine, Shia victims) and direct on-record statement from named entity (Coordinating Council), confirming 'X said Y'. Core event of attack corroborated internally.
The source language mixes facts with framing or advocacy wording. Amu TV: "terrorist shooting" (Amu TV's own phrasing adds emotional 'terrorist' label beyond neutral description); "alarming and targeted against religious minorities" (headline and council phrasing frames event with advocacy and worry); "serious threat to vulnerable communities" (heightens perceived danger with loaded vulnerability emphasis).

However, some residents of Herat, citing a history of similar incidents, have expressed concern about the potential recurrence of such violence and called for sustainable security measures, particularly for religious minorities.
Another video circulating on social media also depicts the incident scene. While pro-ISKP accounts praised the Herat attack, the group has not yet issued an official claim.`` https://x.com/AfghanAnalyst2/status/2042995250570969389
