Mr. Allaf spoke during the noon Ashura ceremony in Bakrabad, Herat, on Friday. He directed criticism at the Taliban rulers, stating that they remain unaware of the economic difficulties confronting the people while imposing new restrictions. The speaker emphasized that residents face shortages of basic items such as bread, yet officials prioritize examining appearances and enforcing compliance with specific standards.

These restrictions have included arrests carried out by Taliban morality police. On May 31, at least 20 employees working for international institutions and United Nations partners were detained in Safri Islam Qala, Herat, due to their short beards. The same day saw the arrest of at least 16 staff members at the Herat provincial hospital for shortening their beards. In addition, many women in Herat have been arrested in recent weeks for failing to wear the attire desired by the group.

Protests against these arrests of women have taken place locally. On June 9, residents gathered in Jibraeel to demonstrate, after which Taliban forces fired on the protesters, resulting in at least two deaths. On June 12, another protest was held at the Taliban governor's office in Herat. This gathering was suppressed by authorities, who arrested some of the participants.

The issue has also drawn attention internationally. Afghan migrants have staged demonstrations in 29 cities worldwide to protest the arrests of women in Herat.
